William DeBruyckere

Chairman of the Board, President, and CEO

William (Bill) DeBruyckere is a native of Eau Claire. Bill began his journey completing his certified agronomy training in 1992. In 2002, Bill was recruited by Eastwood Bank (the largest agricultural bank in Minnesota), where he managed the St. Charles location. He spent 13 years with that organization before accepting the position of President for Pigeon Falls State Bank. In September 2018, he and a group of local investors completed the purchase of Pigeon Falls State Bank and renamed it Oakwood Bank.

Bill serves on various boards in the greater Eau Claire area. In his spare time, Bill enjoys golfing and spending time with his family.

Dave Adler

Dave is the principal of Adler CPAs & Advisors in Bloomer, WI. He has widespread business experience, including farm tax consulting, business planning, tax planning and preparation, and estate planning. Dave began his career in the tax department of Deloitte & Touche and has worked at several national, regional, and local accounting firms. He also practiced law, focusing on tax, real estate, business, probate, and estate planning. He also spent five years working as a trust officer with BMO Private Bank. Dave earned a Bachelor of Business Administration degree, specializing in finance (cum laude) from the University of Wisconsin-Eau Claire and a Juris Doctor degree from the University of Wisconsin Law School. Dave holds certification as a Certified Public Accountant from Wisconsin. He is a member of the State Bar of Wisconsin, the American Institute of Certified Public Accountants, and the Wisconsin Institute of Certified Public Accountants.

Dave is actively involved in the Chippewa Valley, where he formerly served 8 years on the Eau Claire City Council (four years as President). During his time on the city council, Dave served on multiple boards of directors in Eau Claire. He currently serves as a member of the Finance Committee of the Community Foundation of Chippewa County, where he previously served as a board member and as Board Chair. Additionally, he serves on the finance committee of St. James the Greater Catholic Church. Dave and his family live in Eau Claire.

Mike Beighley

The 2024-2025 school year marks Mike Beighley's 22nd year serving as district administrator in Whitehall and his 28th year as a superintendent in the state of Wisconsin. In addition to his leadership of the Whitehall School District, Mike has contributed his expertise through service on several boards, including the WASDA Board of Directors, the Gundersen Tri-County Hospital Board, and the WIAA Board of Control. He currently serves on the Board of Directors for Oakwood Bank.

Appointed as a superintendent at just 26, Mike has spent his career focused on preparing students for success in an increasingly global and competitive world. Since 2015, he has collaborated with Ashley Furniture and the Wanek Family on innovative education research, gaining exposure to emerging school models from across the country and internationally. This experience, combined with over two decades of leadership, has established Mike as a respected voice in education throughout Wisconsin.

He has played a key role in revitalizing the Trempealeau Valley Cooperative 2.0, a partnership among the Whitehall, Arcadia, Blair-Taylor, and Independence school districts. With a focus on career and college readiness, the TVC 2.0 initiative is creating new, high-quality learning opportunities for more than 3,000 students and enhancing the quality of life across Trempealeau County. The work is gaining national attention for its impact on rural education.

Mike has also led the development of the Whitehall Regional Emerging Technology Laboratory, which is poised to transform public education in rural areas significantly. In partnership with Ashley Furniture Industries, he helped launch the Mobile Skills Laboratory, a $3 million initiative that brings Industry 4.0 tools, such as robotics, automation, and intelligent systems, directly to students. This mobile lab supports over 300 courses, enabling students to earn both college credit and industry credentials.

He is also a co-founder of LIFToFFS Learning, a CESA #4 initiative designed to advance rural education through AI-enhanced, human-centered approaches to help rural communities thrive in the future.

In 2025, Mike was appointed to the Board of Directors of The Alliance, a cooperative of self-funded employers working to improve healthcare outcomes and manage costs, demonstrating his commitment to systemic improvement beyond education.

A strong commitment to innovation, collaboration, and adaptability guides Mike's leadership. Under his direction, the Whitehall School District has become a recognized leader in rural educational transformation, driven by strategic partnerships and the thoughtful integration of emerging technologies.

Paul Madsen

Paul is the founder and owner of RainMaster Lawn Systems, an irrigation and lawn care company renowned for its exceptional customer service. In 2018, RainMaster was recognized as Small Business of the Year by the Eau Claire Chamber of Commerce.  Along with Rainmaster, Paul and his partners own and operate CapVest, a property management and development company. Additionally, he and his partners own and operate Cowboy Jacks, a successful restaurant and bar located along the Eau Claire River in Altoona.

For over 20 years, Paul has consistently demonstrated his dedication to helping people, whether it is exceeding his customers' expectations or coaching and developing his team. Paul served six years on the board of the Chippewa Valley Home Builders Association and the Eau Claire Chamber of Commerce. Paul currently serves on the board of Oakwood Bank.

Paul, his wife, Emily, and their two sons live in Eau Claire.

Mike Miller

Mike was the owner of Mike's Food Center in St. Charles, MN, for the past 40 years. He has a reputation for giving back to the community and taking care of his customers and employees. He has been actively involved in numerous local service organizations, including the Moose Lodge, Chamber of Commerce, Lions Club, Church Board, Men's Group, Development Council, and Snowmobile Club. Some of the local projects Mike was involved in include the replacement of downtown sidewalks and lights, the aquatic center, a new 18-hole golf course, and the construction of the Catholic church in St. Charles.

Mike has spent 12 years on the Minnesota Grocers Association Board and 23 years on the Eastwood Bank Board, which encompassed 10 locations. He brings many years of experience to our community bank. Mike enjoys hunting, fishing, golfing, and traveling across the USA and abroad with his wife, Wendy.

Since recently selling his grocery business, Mike will have more time to spend with his three adult children and four grandchildren. Mike is looking forward to working with the staff and customers at Oakwood Bank.

Todd Pecha

Todd Pecha is a prominent business leader and community figure based in Bloomer, Wisconsin. He is the former co-owner and president of A-1 Excavating, a family-run civil construction company specializing in the installation of water mains, sanitary sewers, and storm sewers. Founded in the mid-1970s by his father, Archie Pecha, and a business partner, A-1 Excavating has been a cornerstone of Bloomer's infrastructure development for decades.

Todd and his brother Terry began working at A-1 Excavating in the mid-1980s and took over the business in 1990. Under their leadership, the company has embraced cutting-edge technology, including in-house 3D modeling and GPS systems, to enhance project accuracy and efficiency.

Beyond his professional endeavors, Todd has been actively involved in local community initiatives. He played a key role in the development of the Bloomer Area Aquatic and Recreation Center, which houses the Pecha Family Memorial Swimming Pool. At the center's grand opening, Todd represented the Pecha family during the ribbon-cutting ceremony, underscoring his commitment to enhancing local recreational facilities.

Kimberly Thomas

CFO

Kimberly has been with Oakwood Bank for 3 years.  Kimberly joined Oakwood Bank with over 30 years of accounting experience across various industries.  She began her accounting career with Farm Credit Services and returned to the banking industry as Oakwood Bank's CFO in 2022.  Kimberly enjoys outdoor activities, reading, and spending time with family.

Cathy Couey

VP Operations

Cathy joined Oakwood Bank in 2023. Cathy joined Oakwood Bank with over 20 years of experience in banking, including operations, digital, retail, and IT. She graduated from the Graduate School of Banking, where she attended the Bank Technology Management School and the Financial Management School. She also holds a Six Sigma Green Belt in financial services from Villanova University. Cathy enjoys spending time with family and friends, crafts, and relaxing by the lake.
